Technically over the limit:
The Hummer's have a HD axle in the back and a 6 liter motor. For short trips he will be OK if he has brakes on all axles and set up correctly. Long trips, no. For that big a Cig. I would go dually.

That boat is WAY TOO NICE to risk TOWING and STOPPING with the Hummer! Don't get me wrong, the Hummer looks nice, but that is not what that vehicle was designed for, IMHO!
