What exactly are the dyno correction numbers for "NHRA HORSEPOWER RATINGS"?

In what universe does a 427 cu in small block with 13.1 compression and .630 lift with CNC heads make 430 (advertised) horsepower? I mean c'mon!

Its really like 430 HP to the wheels with 2 spark plug wires missing. LOL.

The new Z06 650 hp was displayed at SEMA just got back from there and seen it person at the huge GM section.
