I removed the bottom paint from a boat that bought with on and off hull cleaner, a pressure washer and a red scotchbrite pad. Came off fairly easy. It took me maybe 4 hours to do the hull on a 23' boat

Pressure washer with a turbo tip will get the bulk of it. Sand it from there...

Fiberglass paint remover. Paint shops sell it. Works great
doesn't eat gelcoat like regular paint remover

years ago I used a gel type bottom paint remover on a 21' boat. I used a brush to paint the gel on, let it sit for a few minutes, then the paint scraped off. Very messy but effective.

I removed bottom paint from the Stinger 312 this way, word of caution - wear rubber gloves. The stuff I used had a mild acid content and WILL give you acid burns.

It all depends on how much build up is on the hull. You can have it soda blasted or walnut shell blasted or even sand blasted but you might be opening up a whole can of worms and opening up a lot of voids or finding unwanted delamination. If you blast it you will need to gelcoat it or apply 4 to 5 coats of al 2000/2001 which needs to be a certain thickness In order for the manufacture to warranty the product and then apply 2 coats of an ablative bottom paint..You can sand it but if you use a course grit paper be careful you don't sand through .Interlux does make a stripper for removing bottom paint which can be rolled on and hosed off but if you have years of buildup you will need to do several applications
