try calling mike at spectrum coatings. He does powder coating for my company and will coat just about anything any quantity and is reasonable.

PowerCoating is the easy part.
To make it last is the tricky part, You gotta take them apart
Sand or Bead blast, Clean all the
holes and PLUG them.
Most Important is the primer for
Alunimum.
Then you can Powder Coat.
Trust me make sure the Rod Holes
are CLEAN and then plug all ends
or you will start losing the coating in a year or so.

Powder coating is definitely the better way over paint. The most important thing to Powder Coating is the pretreatment. As for pricing, it can vary quite a bit, depending on if the parts are stripped/bead blasted, corrosion. if any, whether you want a 1 coat which is basically your primary colors or a 2 coat process which can include a clear coat or specialty colors (translucents) which require a base and then its topcoat. You can prep, prime, and paint it with it assembled.

You gotta bake it at 450 degrees during a powder coat process. I'm guessing that you would need to disassemble it to do so, but maybe there is some kind of synthetic oil of some sort that you could fill it with during the baking process that would keep the heat distribution even and keep it from harming anything. Not sure, just maybe there is.
