Never heard of this study? Maybe time for some research!
Speed zones failed in study

There is no scientific evidence at all to prove that slow boat -- speed zones are effective in lowering manatee mortality rates. But there is evidence to the contrary in the form of a study done by the Bureau of Protected Species Management in Brevard County in the mid-1990s.
This study concluded that not only were speed zones ineffective, but in some cases they increased mortality rates. The study was kept in draft form and was not published. However, copies are available from the state upon request.

I'm trying to find out the title/name of the study to request a copy of the study. I imagine, it's going to be an uphill battle. I'll post my search results.
