Default Q about twins

On twin engined boats, theres 4 throttle controls (thats what i think they are?) What are they really, 2 are for throttling i think, whats the other 2 for?

Forward Neutral Reverse are two sticks and the throttal are the other two

Looks like the twin supercharged, 1500hp, 850 CID, fuel injected V12 from Torque Engineering.
