Unhappy HELP - Steering system broken?

Went to install my new steering wheel today. Thats when I notice that when I turn my steering wheel, it just keeps turning...

The Motor doesn't move!!!

What did I do? It is a Hydronautic helm connected to a resevoir with an air fill fitting on it and then it goes to a single v-6 Merc.

I know nothing about steering systems can someone help me?

There is no fluid leaking from anywhere. Could it be that I just need to charge the system with more air?
