Hey Clay, I think you can find a loaded late 90's 32' Sunsation in your range.

Or you can look at an Active Thunder 28. They build an incredible boat and there is a good deal right here.

BARCOASTAL - just given you crap!

If your lake is not that rough, you might want to look at other Brands other then Cigarette. No Cig Bullet with stock power will run 70.

I am not saying that if you had it repowered with newer stock power it wont run 70, But for bullet to be in his price range he is going to have to stay with a late 80's or very early 90's. Mine is an 1988 with 500hp 454. and in great conditions I see 72. 454 mags or 420's or 502's are not going to get you to 70.
