COFI = Cost Of Funds Index. As apposed to a LIBOR or Treasury based adjustable rate mortgage, the index is the 11th district of the US cost of funds. It tends to be a slower moving index as compared to some others.

I got a AWSOME loan at 5% a little over a year ago when I did a refi... and its fixed!..
