For you to expect any kind of noticable power increase by simply bolting on either headers or an intake and carb is unrealistic. Especially with a $1000 budget. All the components on your engine must work together to make power. If you were to upgrade just the intake and carb, your gain would be next to nothing. Headers would be a good investment not because they will make this engine make any noticable power increase but they could be used when you do make more power. I would suggest you build up the amount of cash you can spend and leave it as is until then.
