Default 496HO Heads Restrictions

I see two obvious restriction points in the 496HO head intakes.

One is a cast iron bump that protrudes into the intake port around the end of the rocker arm stud. Is this extra cast iron really necessary?

The other is a wall of cast iron connecting one side of the end of the valve stem guide boss to the wall of the intake port bowl. I looks like it is meant to cause the air flow to become turbulent at this point. Any knowledge on the actual performance necessity for this air obstruction wall.
