Default water in sportmasters

I have two 1999 pro-max's. After rebuilding one last year I put about five hours on it. We stored it for winter and just the other day when I was changing the gear oil is was pretty much water. The other lower also had a lot of water in it. We took them apart and could't find anything. We filled them back up and went out for 1 hour. Draining the lowers the oil was mixed with water again and the rebuilt one had some small metal shavings. What do I do next??
