I had the same problem last spring. The puller actually broke through the base of the steering wheel. Heat is what eventually got the dam thing off. It was a PITA.

This mf'er is kicking my a$$. Liberal applications of PB Blaster, WD40, long and inventive strings of curse words and enough pulling and tugging to damn near give me a rupture have produced exactly 1 millimeter of movement. Maybe. Tried heating it with my handy propane torch and the damn thing kept going out on me. Finally decided to call it quits before I grabbed the sawzall and did a driveway wheelectomy. I may try again in a bit... what a P.I.T.A.!

Make this, use the wheel as a drilling template for the puller. Put a big bolt in the middle, tight it hard and hit it with a hammer. Don`t try to pull it of using the screw.

More fun - heated that thing till it was almost too hot to touch. Nothing. Nada. Zilch. Zero.

Out looking for a new gear puller with arms that will fit. Have another idea as well. This SOB *will* be coming off, one way or the other!!

Holy Crap...that thing is kickin' your azz!!! Put the nut on to keep you from knocking your teeth out, and pull on the opposite sides of the wheel alternately. All the while with a liberal coating of penetrant. This thing will come off....try some new cuss words also. Good Luck

Btw, the threads are a 9/16 National Coarse. Every tap and die set you find will only go up to 1/2 inch. Don't ask me how I know.
