I believe you are talking about the Performance Vent System (PVS) You can buy the plastic plugs from Merc. for about $ 1,00 each.
They come in different sizes:
small 7mm vent (pn 19-889725028)
medium 9mm vent (pn 19-889725035)
large 11mm vent (pn 19-889725047)
solid no vent

Q&Q is short for quick & Quiet switchable exhaust, I have a 4 blade Turbo on my 22 Donzi it has 5/16" holes but is of little value as I only have through transom exhaust.
