Sounds like it could actually be a little lean, especially if one idle screw was all the way in. Some carbs have 4-corner idle adjust screws and tune much better. I lash my boat to a stout dock and drop it in/out of gear to adjust idle mixtures.

These have the 4 corner idle mixture screws ... and every one of them was at a different setting .. and the spec sez they all should be close to the same ...and you could be right a lean condition ..no fuel no idle then when you would open the throttle it would dump a ton of fuel and flood ... Or on cold start up ... you would have to pump several times ..dumping a lot of fuel and hence ..a small fire ... cant wait to try it dead cold ... yesterday after all the adjustments it was bump the key and fire right up ....m

I've noticed that the big carbs - 800's and 850's start hard whn they are cold on 502's and smaller engines. I usually have to work the throttle while cranking initially to keep them from flooding. After the engines are warm though, it is one bump to start them.
I think you hit the at least the major problem with the idle screws. That is huge.
If it it still rough, there might be a tiny piece of trash in the metering block or in the needle and seat.
Have the air bleads been changed on the carbs or drilled out?
