Default Power steering fluid leaking from valve?

I have power steering fluid leaking from the power steering valve that is connected to the steering cable and transom assembly. The hydraulic lines and fitting all seem dry. Does anyone know where the valve could be leaking? This is in a 98 baja 25 oultaw 454 mag bravo.
