Just wanted to post an update. After replacing the fuel pump I solved most of the problem. I took the fuel pick up out of the tank and cleaned it all up, it was not that bad but what the hell. I noticed the fuel line from the tank to the filter was soft and I could pinch it off with my thumb and index finger. So i installed a new line and took it for a ride.

The boat is 100% percent now. I took it up and down the Detroit river last night and drove it like I stole it!

Moral of the story, the issue with the boat was fuel starvation.
