Default Shorepower charging

I'm starting to question my sanity with an electrical issue. When charging both batteries using shorepower, are the battery switches off or on? What about the parallel-on or off? My shore power switch is set to shorepower and on the house panel the battery charging switch is on??? The batteries don't seem to be getting juice and the charger does show it's charging. I did change the batteries-brand new.....

mine is 12 years older but my formula dont need the battery switch to be on in order for it to charge the batterys..the main switch pannel in the v-birth does tho..
