Yes Mark has turned out to be just that and no he still has not contacted me.

On Tuesday I am purchasing another boat and will be selling off what I can from the OE to recover some of my money.

Need to pull a fresh title abstract from USCG Vessel Documentation Department in Falling Waters, W VA. All you need is the official number that should be visible in the bilge area. Can do it online for $25.00 and is public record so anyone can request a faxed or mailed copy. If the lien does not show on the abstract, the boat is not collateral and you should be able to transfer documentation or do state registration with the clear abstract and a notarized Bill of Sale from whomever the abstract shows as the owner. As a boat broker, I do this on a regular basis although usually a bit more consideration from the Seller. Good luck!

If USCG boats don't have titles then I would have to assume USCG keeps track of lienholder info, instead of the state. Sounds like it's just a matter of tracking down the right dept.

If he didn't use the boat as collateral(home mortgage, HELOC, etc) then this is a non-issue. If he did the USCG should be able to get you this information.
