Default 7.4 MPI running rich

I have a baja boss 302 with fuel injected 7.4 mpi's in it. The boat is running rich. I just replaced both therostats with 160 stats. The problem is the water temp still will not go over 100 degree's.
I think the problem is with this, the boat is still running in choke mode, Am I doing something wrong??? How do I get this boat to get up to temp.?? The boat runs the same temp with or without thermostats.

efi engines use the coolant temp sensor as a choke...are you sure you are installing the thermostats correctly????they do not sit on the intake manifold like a car,,they fit inside the upper water houshing.

then I have put them in wrong.... I set it in the intake , with the spring pointing down. How would this make a difference. I would think it would not be circulating water if it wasnt opening... and would run hot... I work on alot of cars, this is my first boat, any more help would be great. Can you explain which end goes into the housing???
