Default Q: idle mixture lock

I just bought a 'take off carburetor' from marine parts express and the carb has some weird lock installed around the idle mixture screw, so you cant adjust it.
At least I cant.
What in the world is that all about?
I have never seem such a thing.
At first I thought is was just a button so you could turn it by hand, but is is locked in place.
I can see the mixture needle through the base and it wont move .

Anyone have any ideas?

at one time before fuel injection,the government in their infamite wisdome mandated that so the end user could not make adjustments,they were set lean,as they thaught this would help eleminate pollution,look at it closely,it can be removed for adjustment.

I am glad I am not alone, thinking it was the gubment effin with me.

With my luck, I will break it trying to force it off.

Does anyone know how to disassemble this?

If you still haven't installed the carb and those are original locks, get a pair of pliers and crush them, they will fall right off. If you are rebuilding the carb???? needles are provided in the good rebuild kits.
