Default Cooling water is slow to flow, should I fit a balance pipe?

I have a pair of cast alloy Keith Eickert headers with dry tails [cooling water is introduced at the the transom] fitted to my closed cooled 454 Mag.

The starboard tail pipe starts to flow water about 30 seconds after start up and the port takes probably a full minute before it then starts to flow, thereafter they both appear to flow about the same volume. Also the port header runs significantly warmer than the starboard, [still cool enough to touch though]

I have fitted a new raw water pump body and impeller after I had the impeller break up [I am pretty sure I got all the pieces out]

My understanding was that the design of the thermostat housing means that they receive a different flow side to side?. so I was wondering about running an extra balance pipe between the two feed pipes to the headers, any thoughts, would this help them to both prime together and cool the same or should I be looking elsewhwere?

you have to be careful with KE headers, (Best headers out there IMHO, I have 2 pairs sitting on the shelf awaiting my next engines project) that they don't get too hot, they can get damaged. Did you remove your t-stat and see how it flows?
