There are different extents of rebuilding. Freshened should mean rebuilt. To what extent they were rebuilt is for you to determine.

I've heard freshened up, rebuilt and remanufactured. All of this means absolutely nothing without
receipts and phone numbers of who did the work and receipts for the parts so you can see what quality of parts were put in. Every fall I hear guys say I want to freshen up my engines this winter. Never did know what they meant by that.
