If it is the plug wire on the throttle by wouldn't it ground to the engine? Something is charging the stick and only grounds when he touches it. And wouldn't the plug wire be more than a nuisance shock? Plus, where is he grounded on a Fiberglass boat. Sounds to me like the trim switch jumping through his finger and back to the throttle. Did you happen to put new carpet on the boat?

Metal steering wheel and something under the dash rubbed on the steering unit?

I would start one engine at a time and put a volt meter on the throttle - maybe you could isolate it to one motor.

Unless he is a real sweaty boy he will not feel a 12v shock, you can touch the battery terminals all day long with dry hands. It is most likely ignition voltage.

Yes this is coming from somthing with higher voltage and the only thing that comes to mind is somthing from the ignition. Possibly static but I doubt it. Worst casse is if you ground your throttles the shock will stop but you havnt found the problem.

Thanks for the feedback guys....I really wouldn't not have thought about the spark plug wire...it really doesn't feel like that strong of a shock...but I'll check everything out...
As for the other questions, no the boat doesn't have cockpit carpet, or a metal steering wheel.

i agree,spark can easily jump from old plug wires.
