Default Torque spec for Gen VI oil filter adapter?

Anyone know the torque spec for the oil filter adapter that screws onto the filter pad for a Gen VI 454? Found this link that lists an oil filter adapter bolt at 18 ft lb and fitting at 49 ft lb, but not sure if that is it or not.

NATC - bolt torque specs, gen iv versus gen vi?

Also, do I want to use some blue or red loctite on the adapter?

Thanks!
