To the best of my knowledge for a few bucks more only purchases the block.
You'll still need the rotating assembly.
What this member has is, if all checks out, a great base for a rebuild
New forged rods and crank inside a new block will add up quickly and no longer be considered a budget build.
His base would make a great platform at a fair price to put in the cam and pistons of your choice for the application.
