The threads in the holes with the dowel pins start lower, so they can't go as deep (since it is a blind hole). The pad in the head on the dowel pin holes is cut down lower than the other head bolts, because the threads start lower.

If the threads engage 1 1/2 times the diameter of the bolt, then that is as strong as it will be. Any more than that does nothing.

I did some double checking on my bolt lengths and found that they only are going to be engaging the block 5/8". Except for the 4 dowel pin bolts, they'll engage 3/4". So with a 7/16" bolt they should engage 10.5/16" to get full strength. I called ARP and they found a set a little bit longer so I ordered it to see, they are a longer than factory mercury bolts so they'll probably bottom out so there a no go. So my question is am I being too critical here since Im 1/2 of a 16th shy of 1.5 times bolt diameter thread engagement? With the head gasket I may be a full 16th shy. I considered ordering the stud kit but thought Id ask that question before doing anything. Thanks

You are not going to strip it out, and it will be fine. Have used that setup several times.
