you will need to install a T connector on the outlet side of the pump and install a pressure gauge, see what kind of pressure you have with engine running with and without turning the wheel, sometimes you can remove the cap with engine running and look in the pump resovoir look for fluid coming into the resovoir from the inlet, this will check your pump for proper operation, if pump is ok then it leaves the helm control valve, are the control valve for the rams

Even if the pump fails, if you turn the wheel the drives should turn, although the wheel will turn hard. Is this a new setup or did it suddenly just quit?

I don't have hydraulic steering so this is a stab in the dark but I'm wondering if there was a way that the lines could be hooked up incorrectly??

First, for the "very easy" wheel, no turn.
Is this a tilt wheel? If so, check that it is still turning the shaft to the helm. You might be able to just lift the boot and see if the tilt joint is working ok. There was some kind of problem with some TeleFlex helm tilts, including those modified for use with hydraulics.
It could be an internal problem with the helm, but not very common for the extreme problem you have.
I have heard of an "air locked" helm (very unusual) where a large slug of air gets locked in the helm and the helm becomes very ineffective.

For the stiff steering problem, is it cable actuated or full hydraulic? If it's full hydraulic, some have recommended that the orifice size in the output valve of the pump be drilled out. I can't remember the size off hand, but don't over do it. Also some full hydraulic systems have inline high pressure filters. Try changing it (or temporarily leave the filter out).
