How to attach pics?

I am trying to attach pictures and can not find how to attach....I try to click on the attach files text and nothing. I click the manage attachments button and nothing. I know I am probally missing something here. Help me I think I am having a brain fart!!!

How did you do this? What do you click on to post a pic?

After "post reply" go to additional options, click "Manage Attachments",
a smaller window comes up, click "browse", pick your pic and click "upload"
(maximum size = 640 x 480) wait for a while, "close this window" and "submit reply"

Thats the whole problem....I hit the "manage attachments" text and NOTHING happens.......On a upside though I am seeing pics now without having to click on them.....
