I think i am talking about the lower Y pipe flapper. Unless there is a another flapper where the Y connects to the gimble housing??

Anyway the Y pipe flapper that you can see from the top was torn and hanging. I could see what you are saying if it tore all the way off and fell to the bottom. but mine was still attached.
