Yep....lack of wax causes that. Use a good cleaner wax to get it all off. Then just keep it waxed. Mine comes right off with a light solution of boat soap and a sponge.
I 2nd that. Here's what I found to be the easiest. I use simple green for the most part but as you mentioned you need something a little stronger to get the "stain" out of it. I wax my boat pretty often and mine runs a little rich on startup so I have the same type problem. If I don't wax the entire boat...I make sure to wax just the entire transom each trip. It'll save you some elbow grease and be a heck of a lot easier at the end of the day. As mentioned....all it takes is a damp towel and it'll come right off.

I am a true believer in Ring-Go but on the transom soot I have, it did not completely take it off. I have TERRIBLE transom soot on the Baja.Boat Shield works like a charm. You rub it on and you can see the soot coming right off. It goes on easy and comes off easy. It will also work on your rub rail and make it white like new. I have never seen my swim platform as white as it is after I use Boat Shield. I have noticed that it deflects the soot from forming too. It is a great product and you can order it from OSO. White Lightning takes it off easy . Also gets the white chock off the drives. For anything that still won't disolve use On AND OFF, BUT WEAR GLOVES.

Waxing Frenzy! will not only remove the soot, it will make it easier to wipe off in the future; usually with just a damp rag.

Vinegar, put in spray bottle. Spray on, wait a little bit then wipe off. It is also good for getting the Lake Travis water spots off.
