Question Surface Effects' Technologies

I did not find discussion(s) related to new and existing "Surface Effects' Technologies and products; and my interest, is in finding where RULES do not permit 'add-on' FINS we can employ for faster yet safer racing with additional Dynamic Stability on open and active waters!?

How acceptable will it be for racers without such advantages already known as well as advanced Surface Effects' Capabilities added to the hulls' wet under-surface!?

We know it adds safety and excitement to the sport, but introduction may be against the rules interpreted by racers who did not win by claims of "Unfair" Competition we like to avoid before introduction of advanced surface effects technologies developed and tested.
