That sounds about right, from Allstate--especially since you're only including liability on the Pachanga. Plus, they are figuring you're only using one of the boats at a time...
As far as claims service goes, it can vary depending on the insurer, and even then, depending on the location and claims agent. I have Allstate for all my coverage as well - and personally, my claims experiences were managed fine, with minimum hassle.
I had to laugh -- after I was working up the policy on the phone with the rep, my speeding ticket from last year finally came up (I had not had any points on my license for about 12+ years previous). The rep said, "Well, with that ticket, I will have to run this back through risk assessment..."
He called me back about fifteen minutes later. The final quote was about $10 LESS per year than his initial quote...

If I wasn't being truthful I could get anyone to insure the Pachanga. I could just say it is stock! Of course I R Being Truthful! Of course if I install the Raylar kit I will have to mention it. Really don't see it being a problem if they will insure the Pachanga as it will have less HP and probably be doing good to get into the low 70's.
You really need to search this forum. There are dozens and dozens of stories about denied claims on boats that were damaged. Stock, modified, whatever. That's not the basis for the denials. Now, if you aren't 100% truthful with your insurer on everything they ask- especially power & speed, you might as well flush those premium dollars down the toilet.

Thanks! That was what I was hoping to find out! Now I just hope the underwriters don't have 2nd thoughts and kick it out after I change all my coverage to them.

With the 2 boat discount the Pachanga is a whooping $38 per year!
