last year some of the cars were hitting 19,000+, this year thats were they are rev limited to 19,000...unbelievably loud in person...

If they didn't have to last 2 race weekends, they would rev to around 21,000 plus. A quailfying only engine (not allowed at this time) would rev maybe 2,000 higher or more. No wonder the top teams spend over $400 million per year for two cars on track. Their drivers make more than nascar teams spend all year!
