Found this on the DMV site:

•A single vehicle with a gross vehicle weight rating (GVWR) of 26,001 pounds or more
•A combination of vehicles with a gross combination weight rating (GCWR) of 26,001 pounds or more if the vehicle(s) being towed has a GVWR of more than 10,000 pounds

Having passenger plates is something you could easily plead ignorance on or blame on DMV incompetence - being over length, and over weight could be a harder sell to the boys in blue.

That's just a risk we all run. Technically there are a LOT of people out there that are over weight and length...
