Yes, it is. Just like it is at every Worlds, every team is welcomed to race in the Worlds providing they pay the required memberships & fees and fit into the class rules.

I was wondering if other organizations were going to be welcome to race without paying registration fees to try and get some more boats interested in coming up this year?

At the 2012 Worlds an incentive was offered to those that registered in Jupiter to compete during the regular 2013 season.
If there are any of those teams that are interested in completing in the 2013 OPA Worlds in Ocean City, they need to call Smitty to see if there are any incentives being offered this season and NOT discussed on the boards.

There were provisions made when travel money was available. They were able to use the travel monies in lieu of equipment fees, but were to pay membership fees at the 2011 Worlds.
At the 2012 Worlds an incentive was offered to those that registered in Jupiter to compete during the regular 2013 season.
