Where can a guy send the ECM to be reprogramed, is sending it to whipple the smartest thing or is there some one else that you could recomend for this kind of stuff.

A 28 will more than likely be too small no matter where you decide to run the engine at this point. In fact, the 30 Labbed Bravo 1 will run about the same rpm as the stock 28. If you are looking to keep the rpm's in the 52-5300 range and limited to 5400, you may need to go to a specially worked 32. It is tough to know without a true baseline of what the boat is capable of. Once the rev limiter is set, the prop testing can begin.

You owe it to yourself to try a 5blade.
This year I went from a 2" shortie with 26p B1, to a 3" shortie and 26p Maximus.
top speed went from 75mph to 79mph.......and everything from coming on plane to top speed improved.
