Default Prop rotation question

I've done as much searching using the search feature until I got frustrated. I've read all the pros and cons of turning in and out. Well, thats not my question. My question is which is in and which is out? My port turns CCW, and starbord CW.
When talking in or out, is it the top or bottom of the prop that I should be looking at? Sorry for the newbie questions.
