I have a friend with a 29 Scarab that has a small sticker on it that says something like World Record 128 mph.

Was this speed set with the 29 hull?

If so what kind of power was needed to push it to that speed.

Ok,
I was off by a few MPH but I did some checking and found out that the World Record Kilo Run was 126.38 mph with a 43 Larry Smith Scarab in 1993.

When Richie Powers and Tom Gentry rumbled back to the dock in the Wellcraft Gentry Scarab, news photographers scrambled to photograph the raceboat's speedometer with the telltale needle stuck firmly just past the 125 mph numerals. That was a visual testimony to the boat's speed, but the official electronic reading was an even higher 126.382 mph — a new World Record for offshore powerboats. The event was the Vallejo Kilo, an American Power Boat Association-sanctioned speed run last October on the quiet backwaters of Vallejo, California, and Scarab had just bumped the World Super Vee record upward by 3 mph to claim the title of fastest of the fast.
