In this pic from straight on from the back you can actually see the bottom of the tab, thats the reflection that you can see.

Dont know if you fixed the problem yet but I have a 2000 29 scarab and my k planes had a spacer in them to keep the tab from going all the way up to keep the boat stayble

Exactly!!! Remove them and you can bring the tabs further up and free up the bottom with less positive drive trim.
