just an update,
found access to the water tank, it was easier than i thought. there is a 5" wide, 5' long shelf perpendicular to the engine compartment bulkhead where the diamond plating ends at the bottom that the fuel lines run thru. there are 4 screws that keep it in place, remove the screws and you can remove the shelf and expose the water line tank connection. mine was busted off at the 90* elbow. i unscrewed the whole tank connection and will make a trip down to my plumbing store.
there is one little catch,
i did have to cut a 6" access hole at the lower port engine bulkhead (it's plastic diamond plate) to feed the water line thru a stringer drain hole down into the water tank cavity because my line had been pulled out of the cavity. i installed an inspection cover to hide the hole.
once i plumb it will be interesting to see if that POS pump faucet works.
my scarab is a '98 so i can't say they are all set up this way, but so far so good............

to close out this thread,
i went and ordered the 15mm whale tank connector and elbow adapter and installed them this weekend. filled the tank with a couple gallons of water, pumped the faucet a couple of times and everything works great.
another item scratched off the list.
