Default 28 Scarab Excel Access to Fuel vent, hose, and cover

Have an 1988 28 Scarab Excel that I believe may have a clogged fuel vent or a "dip" in the fuel line....when I go to fill the tank the fuel vent spits the fuel back out....I'm trying to figure out how to get to the hoses and rear of the fuel door which is on the Starboard side of the boat. Is there an access pannel behind the interior trim cushion on the starboard side or do you somehow have to come thru the cuddy?

Before I start tearing things apat I would like to know where to start. Thanks in advance for the help.

Should be a cutout behind the trim panel.
