You can get external secondary linkage and do away with all that stuff inside the carb. Then you can adjust the opening how you want it. I got mine from BLP.

I have mine set up where the front is about 25 percent open then the secondary starts to open. This is on a 2 circuit it took some work to get it to run clean.

Yes, moving the IFR to the bottom will help. If you keep the three emulsion bleeds i would go to .022. Also when idling make sure the boosters are not dribbling.

I would put the relief valve at the exit of the oil cooler. You want max flow through the cooler. If you set the valve at 20 PSI it will be 20 PSI through the system.
