I had Eddie Young mod mine. He does a lot more to the rails then just that one small hole. My rail feeds from both ends and is drilled between the top and bottom and the regulator is blocked off...

blocking plate ?? do you mean the block off for the exhaust water ypipe ??? if so did you have to pull the engine or what did you do to fix it? is block off plate bad or is the oring bad.

you should have a Schrader valve on the fuel rail...

you should have a Schrader valve on the fuel rail by the regulator you can screw onto that and have a gauge or see my pics my fuel rail is modded and I have a aeromotive regulator on the red anodized...
