I think on final analysis that the sticking point was the 2 race min.(UIM 104) All partys negotiated in good faith but JC had no choice but to follow APBA/UIM rules and our members were not willing...

I was not on the board until December. I did NOT see the document. That does not mean it could not exist but I never saw it and I was not privy to any conversation about it.
