Possible Sierra reman carb. I have seen a bunch of Sierra remans on Mercruisers, about half of them had a problem of some sort externally or internally maybe I guess quality was not checked after...

Stock OMC Cobras had Holley carbs and if it was the shift interupt switch it would completely stall as soon as you put into gear. IMO carb issue and or fuel delivery issue.
