Think about the heat a converter makes. They will have to be waterjacketed for sure. How heavy do you think that will be? And 2 per motor!!

I beleive the bill being proposed has to do with emmissions, not noise. They want to put catylatic converters on boats, just like cars and trucks have. I beleive mercury marine is already working...
