When I used to build racing jetski's, we would true the bottom of the hull, and then use a orbital sander with 60 grit paper to roughen up the entire bottom of the ski... it was usually good for 1-3...

Actually...

The water molecules stick somewhat to the rough surface creating a thin skin of water. The water passing around the drive then is slipping over a thin layer of water... water slipping...
