The 28 was the fill in sized boat. They needed a boat bigger than the 26 with twins but smaller than the 31. Basically it was a bastard boat (depending on who you ask)

Actually the old 28 is the new 31SS. Originally they did not count the swim platform in the overall length. So as far as your original question you are correct. However, the 41SE and 41SS though...
