Fountain does call it normal, It has done it since brand new.
You have to be carefull when flushing the engines. I let the
engines idle then momentarilly boost the throttle and watch the pressure...

On my 35L with 496S at 4000rpm the water pressure is 20psi.
4000+ it goes up to 25-28psi. However at idle it less then 5psi. You are right, if it falls below minimums it does trip a major engine...
